Garth Road Access Management
Interstate 10 to Santavy Street
Over the past 30 years, Garth Road has become the major commercial corridor in Baytown with much of the commercial growth occurring in the past 10 years. Along with the commercial growth, the vehicular traffic along Garth Road has increased tremendously. In the past there was not a cohesive access management strategy application along Garth Road. This lack of an access management strategy led to a high access point density resulting in a base free-flow speed of 29.4 mph where the posted speed limit is 40 mph and a higher than average crash rate.
This project will address the high number of conflicting turning movements along Garth Road by restricting a road user’s options for left turns and consolidating those limited options into optimally located locations along the roadway segment.
This project proposes to install raised medians along Garth Road from IH 10 to Santavy Street, provide controlled left turn access to minor access points between signalized intersections, and, where possible the consolidation of access points along Garth Road.
The primary outcomes of this project will be reduced number of conflict points, increased mobility, increased level of service, and a reduction in crashes.

The implementation of access management strategies allows all of the vehicular traffic on a corridor to increase mobility and decrease congestion. While the personal vehicle will most likely benefit the most, freight and transit users along the corridor will also see an improvement in LOS.
