US 290 to W. Mount Houston
The primary problems to address on Antoine Drive are poor existing pavement condition, increasing mobility demands on the corridor, and poor pedestrian conditions along the length of the corridor. These conditions were identified in the HGAC Near Northwest Livable Centers Study. https://www.houstontx.gov/planning/transportation/CMP/Northwest/Northwest.html
The roadway was built in the 1970s and is showing various signs of pavement deficiencies. The existing pavement is concrete with multiple asphalt patches. Right-of-way is mainly 120ft throughout the corridor with existing 4-lanes and large median. Level of Service on the roadway varies from D to E and projected ADT’s show level of service of E and F.
Improvements are consistent with recommendations of the HGAC Near Northwest Livable Centers Study. The proposed improvement is a total of 4.2 miles in length and will include reconstruction and added roadway capacity on Antoine from 4-lanes to 6-lanes from US 290 to Tidwell. This will include upgraded sidewalks, additional turn lanes and turn lane storage, and some median closures. Segments from Tidwell to Gulf Bank will include reconstruction of the roadway with upgraded sidewalks, bicycle path, and intersection improvements. The project will also include a grade separation over the railroad tracks.
Improved LOS and Intersection Operation:
Current LOS will be improved with additional lanes, intersection turn lanes, and access management.
Improved Pavement Condition:
Current PCI is in fair condition with an average PCI of 80, however the 40-year old pavement is showing signs of distress with cracks and uneven pavement.
Improved pedestrian realm and additional bicycle facility:
The addition of a bicycle path will provide the needed connectivity in the area to major destinations (Scarborough High School, Yes Prep White Oak, J. Ruth Smith Academy, Hoffman Middle School, Dwight Eisenhower HS, Harris County Health Center, and Aron Ledet Park) and a wider improved sidewalk will benefit pedestrian mobility and safety. The pedestrian and bicycle connections are tied to the regional plan connecting the Inwood Forest Detention project (inlcudes neighborhood trails), Turner Park, Alabonson Park, and the White Oak Bayou Greenway Trail.
Improved Transit corridor:
The additional roadway capacity and turn lanes will provide more reliable transit travel times.
Improve underground utilities:
The roadway will improve and upgrade all underground public utilities to current standards and demands.
The grade separation over BNSF rail track will eliminate train-vehicle conflicts and also reduce delays, idling and ozone precursors.

City of Houston conducted a pre-engineering study for the entire project limits.
Preliminary design has begun on the northern limits. Harris County has also begun design on the portion of roadway within unincorporated Harris County.

The Antoine project is an added capacity/complete street project that addresses mobility, pedestrian and bicycle, and transit needs for the corridor. The proposed project will add capacity from US 290 to Tidwell, improve all intersections along the corridor with needed turn lanes, ADA compliant crosswalks and ramps. Access management through medians will control turning movements to improve safety and throughput. Wider sidewalks and a bicycle path will improve safety and access. Safety lighting and a grade separation over the BNSF Railroad are the main safety and reliability benefit factors for this project.
The project is also consistent with the Northwest Mobility Plan. See link below.

The project provides the needed capacity improvement from US 290 to Tidwell with the six-lane configuration. Bike/Ped LOS will be improved with the addition of a wider sidewalk and off-street bike path through the corridor. The addition of the bicycle path will also connect to Bayou Greenway trails, and nearby Turner Park and Alaboson parks.
