From Texas Gulf Coast Regional Airport to SH 288
Brazoria County has experienced four extreme flooding events since 2015. These events include the 2015 Memorial Day Flood, 2016 Tax Day Flood, 2016 Memorial Day Flood, and 2017 Hurricane Harvey Flood. CR 220B and the section of CR 220 from CR 220B to SH 288 are the sole route to the Texas Gulf Coast (TGC) Regional Airport that is located between Angleton and Lake Jackson just west of SH 288. The TGC Regional Airport is east of Oyster Creek and situated between Bastrop Bayou East and West Tributaries. According to the proposed 2017 FEMA Floodplain Map, CR 220B and this section of CR 220 are located within the floodway. Due to the location and the current elevation of this route, it was subjected to flooding during all four events in the last three years. This flooding renders these roadways impassable and removes Brazoria County’s primary source of additional goods, supplies, and evacuation of residents via air transportation during and up to three weeks after the natural disaster.
This project will reconstruct CR 220B and the section of CR 220 from CR 220B which have experienced flooding during the last four natural disasters. Both roadways are currently two-lane undivided asphalt roadways with no shoulders and open ditches. The existing right-of-way width is 120 foot and will not need to be increased for this project. This segment of roadway will be replaced with two-lane concrete roadway with shoulders elevated to minimize the probability of flooding. Cross culverts and roadside detention will be included in this project to ensure the elevated CR 220B and CR 220 does not create additional flooding of surrounding areas. The resiliency of Brazoria County assets is the focus of this project. The portion of this project along CR 220 is part of the Brazoria County Major Thoroughfare Plan. CR 220B is part of City of Lake Jackson Thoroughfare plan. The proposed alignment for CR 220B and CR 220 will be coordinate with future widening projects for the expansion of these thoroughfares.
The purpose of the project is to improve infrastructure resiliency by elevating all of CR 220B and the section of CR 220 from CR 220B to SH 288 to improve mobility and maintain access to the airport which provides critical needs during extreme events such as goods, supplies, and evacuation of residents. This proposed roadway will provide the airport constant connectivity to SH 288 which is a TxDOT designated freight corridor. The TGC Regional Airport is utilized regularly and especially during and after natural disasters by some of Brazoria County’s largest employers that are vital to our economy. These employers include some of the state’s and nation’s largest industrial complexes such as DOW, Chevron Phillips, BASF, Freeport LNG, and Buc-ee’s. The airport is also utilized by Bristow and ERA helicopter services that shuttle employees to and from offshore facilities. This airport provides resources that are essential to Brazoria County’s daily economy as well natural disaster relief. This project is necessary to maintain constant access to this airport.

Over the last five years, CR 220 and CR 220B were subjected to flooding during four major flooding events. These flooding events rendered these roadways impassable and removed Brazoria County’s primary source of additional goods, supplies, and evacuation of residents via air transportation during and up to three weeks after the natural disaster. The 2015 Memorial Day and 2016 Tax Day floods caused the roadways and airport to be closed for approximately 1.5 weeks. The 2016 Memorial Day flood was slightly more severe and the roadways were closed for approximately 2 weeks. The 2017 Hurricane Harvey flood closed the roadways and airport for over 3 weeks.
